Could it not also be for a JCDecaux bus shelter? The coned-off area looks about that size.
That *would* be a good place for a bus shelter. Why don’t they combo bus shelters & cool, sculptural bike racks? Imagine if this one had a “welcome to uptown” kind of feel?
